It is very difficult to persuade Windows 11 to install with a local account.
If you don’t connect wifi – choose and option like “I don’t have internet/wifi” then it will allow it but if you do connect wifi then Microsoft forces you to have a Microsoft account.
To disconnect wifi I used the Accessibility prompt at the bottom of the screen (a little man doing star jump). This gave me access to the control panel.
I then rebooted without wifi. This could have worked but it did not. So I forced a reboot.
- Get the command prompt Shift F10 (remember to use the Fn key on a laptop to get the function action).
- Type “OOBE\bypassnro” using the onscreen keyboard or the physical keyboard if this works (mine did not).
- This will force a reboot and you will be able to create a local account.
