There is a 6 year-old bug in Outlook 2016; you cannot Save a Quickstep that contains an email address when the account uses either a POP or IMAP connection.
The issue is that the email drop-down picker silently corrupts your entry by reverting to the Windows Address book. The fix is to type brackets around the entry.
- Type <james@elephantpm.com> not james@elephantpm.com to defeat the issue

Thanks for the update.
It seems that same issue can come up at random in Outlook 2019 as well. I just had one user who couldn’t send to anyone except my personal email account. Once I used your method, she could once again build her items. Other users using 2016, at least, did not have this issue at all. All same domain, etc. Crazy stuff.
